Mr. DeLaney graduated from University of Bridgeport (B.S., 1968) and Syracuse University College of Law (J.D., 1972). He is a former Internal Revenue Service estate and gift tax attorney. He is also a past president of the Estate Planning Council of CNY.

He is a member of the American Bar Association (member tax section and real property and probate sections) as well as a member of the New York State Bar Association (trust and estate section and real property section) and Onondaga County Bar Association.            

Mr. Delaney chaired the statewide New York State Bar Association continuing education program Equitable Distribution and Its Effect on Estate Planning. He has spoken and written on numerous New York State Bar Association programs on estate administration, estate planning, will drafting, estate taxation, income taxation for the estate, trusts, and planning for retirement benefits. Mr. DeLaney has been a lecturer at Syracuse University College of Law (estate & gift taxation) and The American College-Graduate School of Finance Sciences (estate planning and basic pension planning).

He has also written and instructed for the National Business Institute, Estate Planning Council of CNY, Central New York CPA Club, Central New York Chartered Life Underwriters, New York State Bankers Association Trust School, and several upstate New York bar associations. In addition to his professional activities, Mr. DeLaney has spoken and appeared regularly on TV broadcasts regarding estate planning subjects.
