Mr. Andino is a partner at Costello, Cooney & Fearon.  He started his career with the Firm in 2012.

Rich has focused his practice in the areas of municipal law, zoning and land use and labor and employment. He possesses extensive experience representing counties, cities, towns and villages, allowing him to handle an array of legal issues, ranging from general municipal law and zoning and planning to labor and employment matters, and environmental law, including SEQRA. He regularly provides advice and guidance on all aspects of governmental matters, attends meetings of various boards, drafts local laws and ordinances and represents municipalities in Article 78 proceedings.

In addition, Rich assists private property owners with obtaining municipal approvals for an array of development projects and has also represented numerous clients in Article 78 litigation, providing counsel in challenges to zoning and land use decisions.

Rich also provides advice and strategy on the formation, extension and general governance of special districts, including water, sewer, lighting and drainage districts.

Rich is an active participant in the Firm’s labor and employment practice area.  He regularly counsels clients on such aspects of labor and employment law as developing and implementing employee handbooks and discrimination and harassment policies; employee discipline and discharge matters; wage and hour matters; and negotiating, drafting, bargaining and administering employment agreements.

Rich also holds a position on the Firm’s Pension Committee.
